My pattern says to ssp. Slip 2 stitches one at a time purlwise from the left needle to the right needle. Slip them back to the left needle. Purl them together through the back loops. Two questions: 1) why slip them to the right needle then back again. They look the same on the left needle as before. 2) if I bring my yarn forward for purling, I am increasing not decreasing as the pattern says this is a decrease. Thanks

Yarn forward not yarn over.

It is a decrease as you are only bringing the yarn forward, which is normal to do a purl stitch.

the directions to slip don't make sense and don't fit with common directions for doing this:
http://www.twistcollective.com/collection/component/content/article/92-how-to/1141-slip-slip-purl-ssp
If you Google ssp knitting you will get several photo and video tutorials.
The stitches need to be slipped as if to knit so they are twisted and then you purl as normal (thru the now front loop)
Bring the yarn forward between the needles not over the needle(as jinx said).... you would be bringing it forward that way anyway to do a normal purl.
If you give us the pattern link we might be able to help you further.

As knit4ES says...”The stitches need to be slipped as if to knit so they are twisted and then you purl as normal (thru the now front loop)”

And that gives the reason for returning to the left, because now you’ve twisted them differently.

Yes, yarn forward between the needles, not over the needle

What are you making? Can you link to the pattern, please. Even a picture of a paid pattern can help. I've been thinking that there could well be a reason for slipping the stitches as indicated and that maybe something is missing from the instructions posted. What exactly does the pattern say?

Do you end up with too many or too few stitches?

The pattern is on "Love Knitting" Bobble and Chevron Head band. I think I have figured it out. Its a paid pattern. Thanks for the help.
