Here is what I found: B&T = bind & tie by threading your yarn end on a tapestry needle and passing it through the stitches on your knitting needle, draw up the stitches & tie off

This was for gathering the last few top/crown sts of a hat or other ending sts? That makes sense to me. This isn't a Standard abbreviation but appears to be one the designer used in his/her own shorthand of techniques.
