The picture is too small to really tell the pattern, but it sort of looks like it's crocheted and the pattern seems to be some sort of shell. That's about as far as I can guess with such a little picture.

I'd make a bet it isn't handmade but purchased and machine made.

All crochet is handmade....cannot be done by machine as knitting!

I'd agree that it doesn't look handmade.

I don't think I have ever seen that blanket pattern. That pattern stitch is better suited for a shawl pattern as opposed to a baby blanket. Check out the ladies shawls at Kohls and find something similar . They sell a lot of handmade crochet items, that are done in 3rd world countries for pennies on the dollar.
And it's done in a chain stitch mainly, chain and single . There's also a three Row shell, that's done intermittently, throughout the project . The blanket itself is turned upside down and its very hard to see that pattern, but it's there .
I blew up your picture and turned it right side up.

Here's a link to the stitch pattern without the shell. You could easily adapt the pattern to corporate to shells wherever you wanted to place them .https://www.google.com/search?q=crochet+fishnet+with+shells+blanket+shawl&rlz=1C9BKJA_enUS684US686&hl=en-US&prmd=sivn&tbm=isch&tbo=u&source=univ&fir=4cvUR25Pbzk1-M%253A%252Cm0l3xVDF8hNPWM%252C_%253BMdqLn3MSYBKoRM%253A%252COPwZBAbg1P_y5M%252C_%253Be12tf6rot2PKqM%253A%252CFyL-AVCwGTqhqM%252C_%253BQMF9-vG_Ih7vmM%253A%252CJ3F3MhIUIzxgaM%252C_%253BaXWie2CdekvQ2M%253A%252CcC94wgs6K-UpMM%252C_%253BC92hGBBEpkYdxM%253A%252CJ3F3MhIUIzxgaM%252C_%253BdYTR9iE-411nEM%253A%252CcC94wgs6K-UpMM%252C_%253BQNeb9Jp33COcdM%253A%252CpA-JSHYQZxc9QM%252C_%253BrdXc-YnyFGnttM%253A%252CxeWkNkpFAkco0M%252C_%253BIZi-4dfDq3TizM%253A%252CDBoCFw6BlV2U0M%252C_&usg=__M7YV67OKAN_V31zvIVirERSAPbw%3D&sa=X&ved=0ahUKEwi-683D66_OAhVH3IMKHS-sBkQQsAQIGg&biw=1024&bih=653#hl=en-US&tbm=isch&q=crochet+fishnet+blanket+shawl&imgrc=gTmmWYWi-vVZNM%3A
