You won't find it for free. It is a copyrighted pattern owned by Schoolhouse Press. If you want it, you will have to buy it.

You may find other similar patterns available for free, but not the original BSJ pattern.

A very similar pattern to the "Baby Surprise Jacket" (all knitting in one piece and based on Elizabeth Zimmerman)can be found on Raverly -
Look under Baby Surprise Jacket -click onto the design by Barry Klein for a free pattern.

I have just made this pattern but left out the ruffled yarn,
unfortnately its not a baby size more like a 3yr old.
