Welcome to KP from Edgewood, Washington. I live 25 miles south of Seattle and I knit and crochet. You will love visiting KP every day. There are a lot of very helpful people here to answer you when you have a question on a stitch, pattern, or have some other problem. I have seen lots of patterns for the Mermaid afghan or Mermaid baby blanket. I have never made one, but they are nice.

I am currently making one for my neighbor's third birthday. The pattern is by Angie Hartley and the smallest size is for a 2 year old. However, she has a pattern on Ravelry for a newborn.

The quilted lattice stitch is different but not difficult (actually kind of fun)! I checked out a YouTube video
and found it quite easy. Just don't let the strands be too loose. You can do a quick sample to get the hang of it.
