4 is the constant - probably 2 on each end of the row.
the multiple of 6 is what varies
Multiples of 6
6x1=6, 6x2=12, 6x3 =18, 24, 30, 36

After to figure out how many multiples of 6 you want, just add 4 more when you cast on.
So, if you decided to do 6x4 (4 multiples of 6) you would have 24. Then add 4 to that for 28 stitches
