Working on a baby sweater sleeve....pattern says "work in stockinette stitch, AND AT THE SAME TIME, inc 1 st on each edge every other row (1) times, then every 4th row (10) times

Does this mean increase on the first knit row only one time, then purl one row ?
Then knit, purl, knit, purl rows and then increase on the next knit row OR
do you count the first purl row, then knit, purl, knit and increase on the next purl row?

This is the way I would do it:

K row 1 - increase each edge.
P
K
P
K row 5 - increase each side
P
K
P
K row 9 - increase eac side......... and on and on.

So increase on 13, 17, 21, 25, 29, 33, 37, 41, and 45.

Always do the increases on the right (Knit) side...

If you work your increases in the second stitch and the next to last stitch from the edge, seaming will be a lot easier.

Barb has a very good tip. My mom always did all shaping one stitch in from the edge so that the look of the edge remained constant. If I am doing a garter stitch selvage on each side, I also do the shaping after and before the selvage stitches.

Does the pattern give you any stitch count for any of the rows?

11 increases x 2 (both ends) = additional 22 stitches
