Just done this today. It's the Alyssa skirt, free on ravelry. I'm not sure about the ' baggy ness ' around the waist . It's knit in the round , but there is no decreasing , just eyelets and icord to keep it up. I really need to get some dps as I used my symphonie tips !! Fiddly !! But I've never done icord before today ( good old YouTube !) it's done in dk and is a lovely bright green.

If you don't like the I-cord, how about knitting 2 inches of ribbing instead and then knit the body of the skirt. You may need to increase once the ribbing is done and the holes for the I-cord would be eliminated. If the ribbing is too loose, you could thread some elastic through it. I really like the feather and fan design at the bottom of the skirt. Have you tried it on? Maybe it won't look as 'baggy' when it is on the lucky person that gets it. I'll have to add this to my to-do list. :)
