Before I open a download link, I put my cursor over it to see the file name. Your file is a ".heic" file - I never heard of that, so I Googled it. It's an IPhone or iPad file, and Windows has a problem with it.
There's an app from the Microsoft store that will convert .heic files to jpeg files.

That's interesting because it's the 1st photo I've posted that went to download. All the others showed up directly in the post. Maybe it's because it's the first that I posted from my new MacBook Pro.
