Need help with a correction

I've just completed my first fair isle hat. I did a gauge swatch for the fair isle portion, but neglected to do one for the brim. Consequently, my 2x2 rib brim is way too loose even though I used smaller needles to knit it. Does anyone know a way to correct this, or is the hat an expensive experiment gone bad.
