Are you familiar with binding stitches off to take your work off the needles? You knit the first two stitches and then lift the first stitch up over the second stitch and off the right-hand needle. Then you continue knitting one stitch, passing the right-most stitch over the new stitch, knitting the next stitch, passing the right-most stitch over... until you've bound all the stitches off the needles.

In the case of your pattern it sounds like you are doing a slip 1, knit 2 (or k2tog), psso. It's simply asking you to lift that first stitch up over the other two (or one if you did a k2tog) and off the needle. This will decrease the number of stitches on the needle. (I'm guessing you are working the crown of the hat at this point?)
