Question about Loom Knitting

I am making the felted handbag in Isela Phelps Loom Knitting Primer. The directions call for 8 garter stitch repeats, and I am okay with that, but after that, it says to bind off 8 stitches each side. I am not sure if I bind them off as I knit the 8 garter stitch repeats, or if I bind off afterward, and if so, I am not sure how to bind off without doing another row of knitting? Can anyone help me with that?
