If you are referring to the one which everyone has fallen in love with and been doing by the dozens, no you do no need a circular. It can be done on straight needles.

If you are doing a pullover, unless you seam it somewhere, it will need to be knit on circular or double points. A cardigan could be done on straight needles, but because of the curve at neck it might be difficult. Try it and see how it works.

The larger is the top, the more appropriate is the use of circular needle. Is your top a child size, or adult one?

Use a circular if you have a stack of stitches, and just knit back and forth.

If it is a pullover, you would need to do some calculating to figure out where you want the seem to be. It can be done, But would be much easier to find a seemed sweater.

Even a baby size sweater will end up with too many stitches for straight needles before you finish from the under arms to the bottom.
