If you google HGTV, and search on there, I know there use to be a lady (can't remember her name) who had a craft show, and she made a video how to cut the bags, and then crochet it.
Hope this helps. There's also lots of YouTube videos how to do it. The plastic is called Plarn.

I save and use bread bags. Just fold them longways about 3 or 4 times, cut off the bottom an top to even them up. Then cut the bag crossways in 3/4 or 1 inch strips. You will have circular pieces. Loop the end of one piece thru the end of another and pull snug. Continue until you have enough for whatever you want to make. I use an a "H" hook.

I like the bread bags because they come in so many different colors. Or if you use a lot of whole wheat, "natural" breads, the bags have a lot of "earthy" browns, oranges, etc.
