I don't think it wuld be for me either & looking at the yarn requirements it would be expensive to make.
I just thought it might be of interest to someone here.

Way too pricey for me however, could use the ruffle technique on a vest or sweater knit from another yarn.

WOW!!! At about $6.99 a skein (ball), that would be one expensive vest. Largest size requires 13 balls. Doing the math, that comes to about $91. OMG, no thanks.Even when it's on sale for $3.99 that's about $50. Still deserves an OMG.

Judy, that's a great idea. Use a super bulky yarn for the vest itself, then trim it with a matching or complimentary colored scarf yarn. Hmmmmm, think I'll check my stash.

That's a great idea, using different yarn for the body and the ruffled yarn for the trim. The yarn costs $4.99 here at Joanns. My daughter now wants one in black with the black/white ruffle trim. Next year honey, this Christmas list isn't finished yet!
