I would try a stretchy bind -off, but since it is on the neck line - and not in the lace; see how it looks to you. Too stretchy might distort the stockingnette stitch. You can always undo and try a different one. Or better yet...if you started with a swatch...undo that and try a bit of these suggested bind offs. I looked at the first one and it is similar to one I learned, but knit not purled. I'm going to try that out myself as I want to see the effect of wrapping the yarn backwards vs. the other way. However it is too late tonight, andIi can't locate my "sampler swatch" to try things on..Drat. :roll: ;-)

I would agree - if you have used a cotton yarn, you will need some stability.

I looked at a video on the Russian Bind off and it appeared to roll. Does it?

On this same pattern it says:

Row 1 (RS): K130, wrap next st (by slipping next st from left needle to right needle, taking yarn to opposite side of work between needles, then slipping same st back onto left needle – when working back across wrapped sts, work the wrapped st and the wrapping loop tog as 1 st) and turn.

Do I slip knit wise or purl wise?
Do I slip every stitch or just the 131st one.

You are working short rows at this point, so you slip only the 131st stitch. The "and turn" instruction takes place as soon as you have wrapped that stitch.
Because you are likely to work that wrapped stitch from the right side, you slip knitwise, and replace it on the left needle without twisting so that it is ready to work when you come back to it.

Any bind off will roll if it is binding off stocking stitch.

Do you know what this means?

work the wrapped st and the wrapping loop tog as 1 st.

Do you actually pick up the loop that is below the wrapped stitch and knit them together?

It is to prevent a hole where the turn occurs.
