Generally, getting the gauge isn't as crucial in a blanket, because it doesn't really have to "fit" like a garment does. Also, there are times when, to achieve the effect or fabric the designer intended, they suggest using a larger tool (hook or needle) than the yarn would normally be worked with. A smaller hook will give you a more dense and firm fabric, while the larger hook will make the blanket a bit more soft and drapey.

I bought some Lion Brand feels like butta yarn to crochet a baby blanket. Pattern calls for a 5mm hook (H) but ball band says 4.00mm. Any advice on which is better would be appreciated.
Try the one suggested on the ball band. You’re going to make a gauge swatch and then you’ll know if you have to change

What does your swatch tell you?
That definitely breaks it down, GG! Yes, the dreaded, but often necessary swatch. Which way to you want it? Denser or more airy?

Thanks for all your replies. I don’t usually swatch and i do crochet and knit tightly so I shall probably go with the bigger hook. Hopefully I will be able to post a picture when it’s done.
You should always check your pattern first and use the recommended hook size and gauge if you want the size noted in the instructions. There's no guessing if you do a swatch first to see if you like the results. I always do a swatch even when the gauge is not important. Like you, I crochet and also knit too tight, so I always start with a hook or needle one size larger, so a swatch helps me a lot. It doesn't have to be a large swatch. Just crochet enough so you can see if the hook is the right size for your yarn and the swatch looks and drapes to your liking.

I have crocheted alot of baby blankets and I think the 5mm hook will make a softer blanket. The stitches will be a little looser so fluffy and softer. :):)
