It means there are no increases or decreases. Often says this for a sleeve where you knit awhile and then need to increase or decrease for fit.
It helps when asking a question to give a pattern name, link, copy of a few lines. Sometimes what's going on before or after informs the answers given.
I believe that you would knit the next 3 rows just as the basic rows were stated, without increasing or decreasing at any point, on the three rows. Hopes this makes sense.
